위와 같이 에러가 뜨면서 메일이 발송이 안된다.

사용자 계정 로그인
login.microsoftonline.com
위 사이트 접속을 하면
테넨트 차단이 된것을 확인 할 수 있다. 왜 이렇게 된지는 잘 모르겠다.
스팸이나 악성이 아니라면 차단을 해주면 정상적으로 메일이 발수신이 된다.
